[stp-pmc] Infrastructure changeover to subversion.

About 4 weeks ago, there was a proposal to the dev list[1,2] to move
from CVS to SVN for our version control.

The proposal has seen some discussion and there have been no objections
to the move.

Accordingly a bug has been opened at [3]. Can all PMC members please
visit this page and indicate their view on this issue. I've already
added mine.
