[stp-pmc] STP is now incubator conformant

After some work by the Adrian and Denny, the STP project is now  
incubator
conformant. This means that we can take advantage of the Parallel IP
process to move things along a bit more quickly.

I've asked Janet to apply the policy to the outstanding CQs:
