[stp-pmc] Signing jars for Europa release

Hi all,
I'm going to ask the webmaster to assign signing privileges to Adrian  
Skehill
to all him to sign jar files on behalf of Eclipse. While we don't  
have  a
confirmed 'build team' at this moment in time, we still need to be  
able to
make the signings, and Adrian is the one that does the most builds.  
If you
think anyone else should have signing privs, let me know.
