[stp-dev] Helios M2 +3 is done

Submitted this to the Helios build last night, and all seems
to be working ok.

I did screw up on thing - the version on the policy project
is incorrect :(   I updated on trunk rather than updating the
3.6M2 tag. Sorry guys - it'll be fixed for M3. Updates should
not be affected.
