[stp-dev] Getting the validation framework into the source...

I was thinking of

 svnroot
    |
    +stp
        |
        + org.eclipse.stp.policy-editor
               |
               + org.eclipse.stp.policy
               |
               + org.eclipse.stp.validation

So, it's a peer to the o.e.s.policy, and has it's own
trunk and branches, etc. Does this make sense?
