To enter a bug, you need to enter a bug under the product BPMN, not the component org.eclipse.stp.bpmn.
Here is a link to enter one for example:

The website moved from http://www.eclipse.org/stp/bpmn to www.eclipse.org/bpmn.

I have added a redirecting mechanism. Make sure you update your bookmarks!
