[stp-dev] simple ramp-down on wiki

A 'ramp-down' policy is something that Ganymede requires - it's
a statement of our activities as we come into the big ganymede
release. I don't generally consider this to be a complex thing,
so I've constructed a simple statement of intent for the various
deadlines at [0]. Have a look, and respond if you have any issues,
etc!
