[stp-dev] Getting up & running with the XEF (Policy Details) editor

One piece of feedback received during the Policy Editor tutorial was 
that it wasn't clear how to set up all the required dependencies for the 
XEF editor.

So I started a new section in the XEF Getting Started wiki page that 
should address this. You can find it here:
