[stp-dev] Initial cut of STP policy editor documentation

Hi all,

I started putting in some documentation for the Policy Editor that I 
recently contributed to STP. It's not yet complete, but it should 
provide a quick-start and also explains some of the capabilities of the 
Policy Editor.
