[stp-dev] 0.4.0 build : dependency updates

There's been a good bit of moving stuff around on the Eclipse  
download site
recently, so I'm updating our various dependency records to point to  
the new
paths, while keeping the same versions, EXCEPT in the case where a  
previous
dependency was an M build, I am moving it to a release build, should  
that
be available.

If this sets off any alarms for you, please do tell.
