[soa-pmc] Request to move the SCA Tools project to the SOA TLP

Hi SOA PMC,

The request to move from the STP TLP to the SOA TLP has been accepted by 
the STP PMC [0].
So, I hereby request the approval from the SOA PMC to move the SCA Tools 
project to the SOA TLP.
