[stp-pmc] SCA Tools: request to move from the STP TLP to the SOA TLP

Hi STP PMC,

To join the SOA TLP, the SCA Tools project needs the STP PMC approves 
the "request to move" (I think).
So, I hereby make the "request to move" for the SCA Tools project from 
the STP TLP to the SOA TLP.
