Contacting the PMC is done via https://dev.eclipse.org/mailman/listinfo/rt-pmc

The guide for 3rd party dependencies http://www.eclipse.org/org/documents/Eclipse_Policy_and_Procedure_for_3rd_Party_Dependencies_Final.pdf states that all discussion in regard to that should be done via that list.
