hi committers

please consider some things when working with bugzilla tickets
- check/ensure correct scout version (3.7.0 most likely candidate currently)
- check/ensure correct target milestone (3.7.1/3.8.0 correct candidates currently)

bugs of projects in development or delivered to customers need to be fixed for 3.7.1 and on trunk. enhancements should only go to trunk (3.8.0)
