[scout-dev] committing of scout patches

hi committers

when committing scout patches contributed by non-committers please follow the eclipse legal process [1].

for committing such patches, you need to always:
- have a corresponding bugzilla ticket
- make sure that patch doesn't contain cryptography
- make sure the patch is written from scratch
- make sure patch is submitted under the epl
- make sure change is less than 250 lines of code
- if not employee of bsi: have contributor confirm all these points in bugzilla ticket

you then may commit the patch and 
- set ipflag to +1
- ubdate bug status

otherwise it's more complicated and we need to discuss.
