You can. There should be an "other" option in the list. If not, then just pick something and include that explanation in the description or a comment.

This sounds to me like functionality that is optionally available to a consumer/adopter, so it's probably a "works with" CQ. The idea behind a "works with" is that Eclipse Vert.x does all sorts of wonderful things without that content, but when that content is present (it's the consumer/adopter's responsibility to accept the licensing terms), it does more wonderful things. 

For completeness, this assumes that the license is actually compatible with the project license. I'm pretty sure that it is, but the IP Team are the experts.
