Hi,

we would like to implement a Vert.x client for Oracle database that
uses the reactive API.

This jar is licensed under the Oracle Free License
(https://www.oracle.com/downloads/licenses/oracle-free-license.html)
and does not appear in the list of license of the CQ form.

I would like to determine whether we can create an implementation of
Vert.x SQL client that uses these classes and how the CQ should be
created.
