[rt-pmc] Glyn Normington has been voted in as the new RT PMC co-lead

The RT PMC has voted in Glyn Normington as the new co-lead of the RT PMC [1]. He will be replacing Christian Campo. Now that the PMC has voted we need board approval to make it final. Can the EMO please take this forward to the board?
