[rt-pmc] New committers in Equinox incubator

I hesitated before approving Jens and Tobias as new committers in the incubator because there was no evidence of their contribution track record. However, the comments by others implied that help was sorely needed with the publisher and since this is an incubator project, I took the liberty of approving them. I hope other PMC members are comfortable with this, but I thought I'd raise it to be on the safe side.
