I tried two things:
1)
DND from Outline to main view. If I drag in the outline the requirement
object in the main view is focused. So I cannot reach the requirement I
like.
Ok, I understand. This is correct, since the selection is synchronized
between the outline view and the main view, we have the same problem as
linking in the main view itself. I just added this to our bug tracker:

DND from outline to outline. I am working with Windows XP. So the link
modifier is the ALT-key. But I don't get the link modifier in the mouse
cursor.
a)Drag requirement item with left mouse button.
b)Move to other requirement.
c)Press ALT-key => I get the crossed circle => No action
I can confirm this (I am also working on a Windows OS). Since, the other
actions like adding as child/sibbling work for me well, I think this is
a bug in the "create as link" action. I will create a corresponding bug
report.
Generally I have sometimes problems with linking even in the main view.
Sometimes I do not get the link modifier activated. But I cannot reproduce
it. That's why I haven reported it yet.
I can also agree this on my windows machine :) There is currently a
similar bug report: https://bugs.eclipse.org/bugs/show_bug.cgi?id=375519
I try to fix this bug for our next snapshot realese (expected by the end
of this week).
So I think the only way is currently to create a new/empty link and to
set manually the source and target of the link.
