Yes I agree. We've talked about improving that. 
The toolchains are a collection from several eclipse projects, so sometimes the whole list doesn't make perfect sense for a subset of use.
I opened https://bugs.eclipse.org/bugs/show_bug.cgi?id=409136 to note this.

For a target Linux machine, we recommend "Linux GCC" toolchain for a
synchronized project.
"Remote Linux GCC" is intended for (purely) remote projects.
"Compatible" means the platform and compiler should match what you are
using on the target machine.
