[ptp-dev] Transition to HIPP

I have now transitioned the PTP builds to HIPP [1]. You can access the new PTP build jobs using the PTP HIPP page [2].

This gives us much more flexibility than the old hudson build setup, including the ability to create temporary jobs, link jobs to Gerrit, and more.

The old PTP jobs be removed from hudson shortly.
