Summary: sdm is now pre-built, for now you move it to remote target manually.

Yes, the ptp-proxy-* package is no longer needed. Instead you should use the ptp-sdm-*.zip package from here: http://download.eclipse.org/tools/ptp/builds/kepler/nightly/
