[ptp-dev] Errors on remote system now have more info

As a fix for https://bugs.eclipse.org/bugs/show_bug.cgi?id=395517
we now capture the stderr string to expose to the user when e.g. a monitor fails on the remote system.
Instead of just saying "Server finished with exit code 1", the Details button now lists what the stderr complaint was.
Error Log also contains the information.

I've tried this on a few obvious things and it seems to work ok -
1. start a monitor on a remote system where that RMS doesn't exist
2. Required PERL module doesn't exist
3. hacked LML script to force a nonzero return code

So, let me know if there are problems, and: pay attention when things don't work, it might tell you something now.
