[ptp-dev] Rephraser Engine missing from PTP 4 I201001012201 build

Greg or Beth,

The Rephraser Engine feature seems to be missing from the 4.0.0 I201001012201 build, which is the latest 4.0.0 build I could see on the build server.  The feature.xml and the JAR filename indicate that it's version 6.0, but it should be 2.0, and the feature is missing from the site.xml file altogether.

I forgot if we last discussed this before or after that build, so, just FYI...
