[ptp-dev] PLDT feature info, and other cleanup items

Greg, I think i fixed the PLDT feature info so the license shows up now,
but i will check for sure when you do the next build.
PLDT also checks for CDT 4.0.2 or later, not just 4.x

When fixing the IBMPE and IBMLL plugins, some versions didn't have
'qualifier' appended to them, so i added it.  I presume this is ok.
