[ptp-dev] Resource manager configuration change

I've made a small change to the remote RM configuration wizard that  
now allows the address of the local host to be specified. The  
selected address is now saved as part of the RM configuration.

This address is used to enable the proxy to connect back to Eclipse  
when it is launched. Previously, the RM would take a best guess at  
the address and use that. However, many machines have multiple  
interfaces, so there is often no way of knowing which one to use.

After this update, you should remove and re-add any existing resource  
managers.
