[platform-vcm-dev] Component plan

Hi all,

Our component plan is available at:

We will update it for each milestone and use icons to indicate the status 
of each item. Everything not marked as proposed is what
we plan to do for 3.0.

In the early milestones we will be working on the bigger items that span 
components (user settings, concurrency, logical resources). Next, we can 
start focusing on the other items that have smaller scopes (Team API, CVS 
enhancements).
