[platform-update-dev] Another fix for Update

Since we are rebuilding, we would like to fix another critical bug that is
causing us grief on Vista:

https://bugs.eclipse.org/bugs/show_bug.cgi?id=90630 Install location should
automatically be added to homedir if ECLIPSE_HOME is not writable

This is (probably) it from the Update team for M6.
