[platform-update-dev] Running update manager from the command line

There have been a number of requests for supporting update manager
functions from a command line, without launching the workbench. We've done
a first pass at this and would appreciate any feedback you can provide.
One outstanding issue is the fact that this will effectively bypass any
kind of user dialogs, such as accepting a licence, etc.
