Hi,

because of the issue described by
https://bugs.eclipse.org/bugs/show_bug.cgi?id=470175#c24  I plan to
change the encoding of the runtime plug-ins to UTF-8.

Please comment in https://bugs.eclipse.org/bugs/show_bug.cgi?id=495821
if you see any issues with that.
