[platform-ui-dev] Removed the need to have versionized javax.annotation

Friends of Platform UI,

FYI with https://bugs.eclipse.org/bugs/show_bug.cgi?id=463292  we
removed the need of having a versionized dependency to
javax.annotation.

I removed all minimum version ranges from platform.ui I could find.
Build and tests seems to have run normal and the IDE build from
yesterday seems also to run fine, so all should be could.

This should help to avoid the @PostConstruct method not executed error
we have seen for frequently in the RCP space.
