"seems" doesn't tell anything. You have to take a look at the code and figure out whether other. maybe contributed, tool bars allow to be hidden by the user.

On the handle that you also use to drag it (the vertical dotted area)

Ok, so it seems to be only for the perspective switcher then.
What about re-labelling "Restore Hidden Toolbar entries" to "Restore Perspective Switcher" and show it only when perspective switcher is hidden?
