[platform-ui-dev] bugs targeted for 3.2

There are 84 bugs in the Platform-UI component marked for 3.2 (in general) 
or various milestones of 3.2, but not for RC3 or RC4.  Please take a quick 
look at the list to see if you own any of them and re-target 
appropriately.  Note that this is necessary in order to accurately record 
bug counts of Eclipse platform development.  For the latest info on
