[platform-ui-dev] Test Plan (3.1 M5)

We would like to invite members of the community to assist in our testing for 
3.1 M5.  If you would like to help, please join us on #eclipse-dev 
(irc.freenode.net) on Wednesday, February 16th.

The test plan is now available:

For members of the Platform UI team, there have been significant changes to 
the test plan.  Please pay particular attention to the platform assignments 
and the full test plan (component areas).
