[platform-ui-dev] Build Submission (I200409231200)

Late in the M2 cycle, a change was made from the old 
CompatibilityPreferenceStore to a new ScopedPreferenceStore.  This change has 
caused too many problems for M2, so we are reverting back to the 
CompatibilityPreferenceStore.

This is all that is going into this submission.
