One reason for non-close views would be an application with just one
perspective; one should not be able to close the "main" view.

Right now, if one closes the last view the perspective will also be
closed--requiring the user to reopen it.

The user should not know of the implementation model (RCP application
having perspectives).

I'm against restricting moving/resizing of views--one should be able to
arrange one's UI to one's preferred way of work.
