There is an existing feature request for this that we are planning on
putting in for M8.
Please see:

If possible could you provide a little information about the following:
why do you want to do this?
what you expect to happen when you drag a view?
what type of application need this?
I know some of these might be obvious answers but if you don't mind please
provide as much information as you can.
