[platform-ui-dev] Platform UI test plan for test pass 2

For test pass 2, I've switched the assigned areas around a bit.

Also, the manual scenario tests and manual component tests should be gone
through.
These are both in need of revision, so if you encounter problems with
them, just send me a note.
The manual scenarios tests are at:
http://dev.eclipse.org/viewcvs/index.cgi/org.eclipse.ui.tests/Eclipse%20UI%20Tests/Manual%20Scenario%20Tests/Test%20Scenarios.html?rev=HEAD&only_with_tag=MAIN

The manual component tests are at:
http://dev.eclipse.org/viewcvs/index.cgi/org.eclipse.ui.tests/Eclipse%20UI%20Tests/Manual%20Component%20Tests/?only_with_tag=MAIN

I will also be going through the P1 and P2 PRs and asking people to verify
them.
