Outlook Express does not use black and white. You must be on an older
version of IE, which is probably what Eclipse was emulating at the time.
Microsoft realized this was wrong and switched back to Color icons.
- Black and white Icons look like the disabled ones.
- B&W reduces the amount of information conveyed.
- The user sees color icons on the Menubar and Context menu, so why not the
toolbar? They have to learn each icon twice.
If any modification to the non-rollover image should be done, it should be
to reduce the contrast by about 20%. This is what the platform
(pronounced "Windows Explorer") does now.
Jared - I have a patch that restores the color icons for most plugins.
For the remaining, you have to copy the icons from "e*" to "c*".
e=enabled, c = colored, or rollover.

because too much color is very disturbing?
