[platform-ui-dev] Menu re-org questions 
1) Why are all of the Open xxx... Actions on the Navigate menu and not the
File menu.  And there is still no File->Open Resource...
2) Why is the Source menu called "Source", instead of something more
reusable across other types of editors, like "Format".  "Format" could be
reused in WYSIWYG documents and even UML tools, giving the user a
consistent L&F.
3) I can Run from the "Debug" menu, so would "Launch" be a better name?
(Contingent on 4 below)
4) Will "Step into" and "Step over", etc. move to the Navigate menu?
