Yes it is a bug which is fixed in tonight's build.
I noticed that the 3rd menu item is losing its icon when it is retargetting but this seems unrelated.

Hi, 

I had a look at the Readme Tool example plugin (org.eclipse.ui.examples.readmetool). 
There are three actions which are contributed to the toolbar as well as to the menu Readme. 
If I set the focus on the outline view, the menu items in the Readme menu are disabled, although the 
toolbar buttons (two of them) remain enabled. Is this a bug? If not, what is the way to enable the menu 
items as well?
