Mark,

As I am sure you are well aware, there is no benefit to CVS in preserving copy semantics. You are right that, for SVN, this feature would be invaluable as it would allow the repository tooling to do the right thing when folders are copied. Could you let me know when you've entered the bug so I can track it myself.
