That's right, although this is not yet the default for Eclipse 2022-03. But this has changed for 2022-06 M1 and there is even more to come.
Nevertheless please test it and report any problems you encountered. :)

In the past, PDE launch configuration did not include dependencies if
started via a product configuration file. IIRC this has been changed
by Hannes in the last release but it should be tested if our SDK
products (or RCP products) still start from the IDE without the
additional dependencies.
