That’s correct. I am not sure about Gerrit catching this but this will be caught by repository reports generated for each build. For example

http://download.eclipse.org/eclipse/downloads/drops4/I20180529-0600/buildlogs/reporeports/reports/versionChecks.html
Look for IUs in current repo that decrease versions and IUs in current repo that increase versions but with qualifier only the count should be 0 for these two

Once Gerrit verification builds are working they will catch this AFAIK but so far we have to do this check manually.
