[platform-releng-dev] Sign-off bug for Neon M3

Bug 480944- Declare Neon M3 [1]

The unit and integration tests are still
running, but I have gone ahead and opened the bug for sign-offs. 

I forgot to mention in the bug, but
if there are failing tests, be sure to investigate enough to comment on
them in the sign-off bug. (And, this includes Bug 480416:)
