This is the wrong list to ask on ... cross
project list would be better ... but, the answer I'd give there is: 

For releng, you'll have to ask the JWT
project, or the SOA PMC (I think you are part of SOA, from your project
page). 

For Kepler, see

Hello,

I had a very basic question. I am a new committer to one
of the eclipse projects (JWT to be specific) and I have to also manage
our Kepler release. How can I have release engineer priveleges? Thanks.
