[platform-releng-dev] Sign-offs for Juno SR2 RC2

While not technically due until Tuesday,
1/22, since today is "test day" for SR2 RC2, I went ahead and
prepared the sign-off page for Juno SR2 RC2. 
You don't need to wait for the final
day to sign off :) [We just left some buffer in the schedule in case there
needs to be re-builds or similar].
