I've traced this to a problem with the
egit fetch factory used by the build.
I raised https://bugs.eclipse.org/bugs/show_bug.cgi?id=353255
to track it and will work with Kim to fix or work around the problem.

I'm still working on solving this problem
with Andrew.  It looks like the local copy of the git repository that
is fetched is being fetched as master, then not being updated to the R3_7_maintenance
branch. 

I'm running test builds to try to determine why this is happening.

There is a problem in the build where the maintenance stream version of
org.eclipse.osgi is checked out, then the HEAD version is checked out.
 Problems ensue.  This is due to git migration issues in the
build scripts.  I'll start a build when I have a solution.
