[platform-releng-dev] Integration and maintenance builds

I've tagged the version of the org.eclipse.releng
project and builder projects that were used to build 3.6 as R3_6.  I've
also branched the R3_6 version of these projects to R3_6_maintenance.  I'm
in the process of tagging all versions of the projects that were used to
build 3.6 but this will take a day or so.  If you need them sooner,
please branch your projects from the versions in R3_6 of org.eclipse.releng.

I've updated the build schedule to reflect
times for 3.7 integration builds and 3.6.1 maintenance builds which will
start next week.
